In an effort to strengthen cooperation and leadership among student organizations, the Saligan Supreme Student Council (SSC) of San Pedro College (SPC) spearheaded “SIBOL 2026: Bloom with Purpose, Leading in Motion” on Sept. 13.

In relation to the program, three events — Legislead, Fiscal Foundations, and Beyond the Desk: Certifast — were also offered, tailored according to the roles of student leaders.

This series of events led by Saligan discussed the importance of a unified direction among recognized clubs and organizations, oriented student leaders on legislative processes, improved financial management literacy, and enhanced their knowledge of managing documents for their respective clubs and organizations.

Before the three events, SIBOL ‘26 gathered student organization representatives to raise concerns, clarify procedures, and strengthen coordination with the Saligan, Office of Student Affairs (OSA), and other school offices.

The program introduced newly ratified Constitutions and By-laws, an updated Manual of Procedures, and new protocols that will serve as the framework and direction for the organizations’ service this academic year.

Along with the SPC Commission on Elections (COMELEC), one of the segments of SIBOL was the election of this year’s League of Clubs and Organizations (LCO) officers, followed by a discussion on their roles and responsibilities.

Establishing a clearer understanding of the roles and responsibilities of student leaders, the Legislead Program was held at Audiovisuals Room 1 (AVR-1), highlighting the fundamentals of lawmaking.

“A proposed law starts as a bill. Filed by a member of either house of representatives of the Philippines or Senate of the Philippines, the bill is given a number and included in the chambers of agenda,” Davao Young Leaders Congress (DYLC) founder, Marvelous Dainty Camilo said in his lecture about law-making.

Camilo explained the proper decorum, laws, and parliamentary procedures of a systematic government, engaging students in crafting a resolution in a legislative simulation.

Meanwhile, the Fiscal Foundation Program held at Saint Therese (ST) Building 703–704, brought together treasurers, auditors, and finance officers to address organizational concerns involving disorganized records, delayed liquidations, and difficulties complying with the school’s financial reporting requirements.

Saligan Supreme Student Council (SSC) External Vice President Billy Emnace discussed financial management and reporting, strengthening students’ ability to properly manage organizational finances.

Beyond the Desk: Certifast, another Saligan initiative, focused on enhancing the knowledge, skills, and competencies of student secretariat officers in managing documentation, organizing formal records, and carrying out other organizational responsibilities.

The session was conducted online through Google Meet simultaneously with the Legislead and Fiscal Foundations event.
